Empty Bindings for 5.0

These bindings appear to be empty. The same is true of v4.0. Also, there are many newer versions of llvm/clang as best I can tell (up to 7.0) and those aren't even repos on github. I also can't seem to replicate getting "bootstrap" and "gen" commands from the other repos to work at all.

Also curious about this. Have been looking for a C parser that may be used from Go for some time.
