Persistent peer

Without testing gno on an actual network, it will be easier to miss bugs. This PR adds a peer to config, and paves the way for others to add their peers to config. This pattern is used by both Osmosis and Bitcoin to ensure that people can join the network easily, and saves a lot of time in syncs and development flow.

I need to amend this it should not have been a peer it should have been a seed

I think this is superseded a bit by the discussions and contributions we're having relating to #863.

If you think this PR still makes sense, as at the current state it is very outdated and conflicting with master, I suggest you open a new PR to discuss and address this. Regardless, thank you for your contribution
