[Suggestion] Block placement should take an allowlist

As per a suggestion made in carpet discord (link to be put here soon tm), block placer should take an allowlist which can be modified via datapack. Basically an additional block tag which tells which blocks can and can't be placed. It would require some reworking of existing code, but not too much.
