Add xpPerSculkCatalyst rule
Fixes #269 Basically adds the rule
I tested this and it works properly. Some observations made during testing:
- If
xpPerSculkCatalyst
is negative, the behavior is the same as if the value was just set to zero. - The rule works all the way up to the 32-bit integer limit, though at very high values (greater than about 4.34M) the server may lag every time someone breaks a Sculk Catalyst, with
carpet xpNoCooldown true
alleviating some of that if the player is nearby.
