mod_headers not enabled

mod_headers doesn't appear to be enabled in the Stagr box, but seems to be there in a live Fortrabbit environment. We'd want our local staging environment to be as close as possible to the live one, to avoid things breaking unexpectedly when we push to production. Are there other differences between Stagr and Fortrabbit that might be waiting to bite us somewhere down the line?
