Create next several milestones & associated issues
This is to track the work of creating the next several (cross-repo) milestones for GCS and ensuring issues are created and properly assigned to those milestones.

Following up on my AI from today's meeting, I have moved everything that was in the alpha1 & beta0 milestones to the following labels: GCS/alpha1, GCS/beta0. I have not assigned any issues to GCS/1.0 pending a decision on actual 1.0 content.
