`#` removed from note titles but allowed in `[[]]` links

Description

Do we need to block # from note titles? If so, should we prevent users from creating links that have blocked characters?

To Reproduce

1. Type [[Thing #2]] and click on it
2. It puts Thing #2 in the search bar
3. If you create a note called Thing #2, the note gets saved as Thing 2, so the link [[Thing #2]] won't work

Expected behavior

Unblock # from note titles or prevent users from creating links that can't work
