build: Update of OpenJFX version from 21.0.2 to 22

As OpenJFX 22 was release, SceneBuilder can use the new version.

This PR consists yet of 2 commits. 1 change include the reactor POM.xml with the latest OpenJFX version. The other one updates all Github workflows.
