Provide a new release of gluonhq/setup-graalvm

gluonhq/setup-graalvm doesn't provide an issue tracker, so I hope this is the right place.

The latest actual release of gluonhq/setup-graalvm is 4.0 from March 16, 2021. The examples here use master directly, whereas GitHub recommends tags for release management (ideally using SemVer).
