Adding GHA workflow to look for updates on config.yaml

Proposed Changes

I'm creating a new workflow to run once a day at midnight to check for any outdated dependencies on config.yaml or running manually on Github Action interface using the workflow_dispatch https://github.com/CaiqueCoelho/huskyCI/actions/runs/6671675229/job/18134080906

Testing

You can go to my fork project and see the scheduled running each day Or you can trigger manually workflow_dispatch

I’ll revise this code later, but we accepted that hacktoberfest for now.
