Force Tracker Address to have http/https preface in URL

Is your enhancement related to a problem? Please describe.

Following on from https://github.com/globeandmail/sophi-for-wordpress/pull/342#issuecomment-1296876513, we'll want to update the logic on the validation for the Collector Settings / Tracker Address field so that we check for http/https and ensure that's present before accepting that field input.

Keep as-is and assume Sophi client teams are putting in correctly formed Tracker URLs.
