Info text when hovering for private/public/only recipients-channels
Proposal
Suggesting some more brief information on what the different sub-communication channels are used for. The ones called "Private", "Public", "Only recipients".
We suggest very brief information visible when hovering over the alternatives, describing what the different channels are with a few more words.
Perhaps relating to #2931
Motivation and context
Some users not always understand how to use this. For example, some might think the "public" channel actually goes publicly and others don't understand which recipients can see "Only recipients" (the answer is the ones with access to the report)
To prevent uncertainties, some more brief information would be helpful.

With @giorgiofraschini and @susannaferro we are evaluating alternatives for improvements.
Current ideas are:
- modify the interface that enable to share information, moving the comment and file section out from the tabbed section and adding a "Visibilty: Everyone/Recipients only/Me only" selector to be choosen everyone shares a content. I'm actually in real favour of this option.
- showing a text (which text?) when the user passes over the tab name; this has a limit that the user anyhow discovers about the different tabs only passing over the tab so they may do an error in first place
- always showing the text depending inside which tab the user is currently in.

Naming the ideas 1-3 (in order), we believe:

Not 100% sure we understand it correctly, but if we do it could become difficult to follow long intertwined communication threads. Say that the "Recipients"-tab have an ongoing conversation at the same time as the "Everyone"-tab, it would be difficult to not get them mixed up. Again, not sure if we understand the idea correctly but we actually like the separated setup!

Agree on the downside but it has a upside of not "being in the way" or making the interface increasingly complex. Probably, those who don't understand will try to "tap" between the tabs, ultimately showing the hover-text

This is a good solution too. Simple and effective. Only downside could be, as mentioned in 2., that the interface slowly becomes increasingly complex.
