500 Error when trying to move to last page of 'Manage users'

Describe the bug One cannot go to the last page of 'Manage Users', it gives a 500 error

To Reproduce Steps to reproduce the behavior:

1. Go to https://data.covid-19.global.health
2. Click on Manage users (this is only visible if you have admin access)
3. Click of the last page icon
4. See error

Expected behavior I can see the last page of users
