Is your feature request related to a problem? Please describe. With the ability to track multiple emerging infectious diseases, Global.health will need a way for an administrator to monitor the status of existing deployments and to start up new instances for new diseases.

Describe the solution you'd like A web UI that takes advantage of turnkey deployment to let an administrator quickly configure some details about a new disease and then start an instance of the Global.health stack using the day-zero schema. The UI should also show currently-configured instances and the status of those instances.

Describe alternatives you've considered We could give administrators access to the AWS console but that would need a lot of careful training and documentation to correctly start an instance.
