Geocoding Meath, Ireland does not fill admin1 information

Describe the bug Geocoding should fill in all available values. This fails at least in one instance, for Meath, Ireland. There may be other instances.

To Reproduce Steps to reproduce the behavior:

1. Go to https://data.covid-19.global.health
2. Click on Create new > Line list case
3. Scroll down to Location
4. Type "Meath" and click the autocomplete entry for Meath, Ireland

Expected behavior Meath should have admin1 set

Additional context This caused an admin lookup failure which previously led to crashes, that was fixed by a workaround (#1877). Re-importing Mapbox data did not fix this (#2330)
