Add setting for auto-follow tests

Previously, I enabled the option to automatically follow a test, to get a notification when it passes. Now, whenever I submit a test, it is automatically followed.

Is there a setting to toggle this behaviour on/off? I want to only manually follow tests.

Currently there are no user preferences in Fishtest although this would definitely be something to consider (as usual PRs are welcome).

Concerning this particular issue, I would imagine that the behaviour you mention is actually a reasonable default for most users. If you don’t want to follow your own tests then you can unfollow them after submitting.
