Notifications: Template sync errors

Is your feature request related to a problem? Please describe. Right now, templates are synced through cron or by clicking on the Get HSM updates button. Sometimes there are errors while syncing the template which results in new templates not getting reflected in Glific.

Describe the solution you'd like We can create a new Notification when template sync throws an error so we can see in the UI, the list of errors
