Default language selection in Settings and consequences in flow editor

Problem statement Altering the default language in the org -> settings. does not create any visible changes in the flow editor, and the consequences of changing the default langauge option seems unclear.

Expected behavior

1. Setting the default language should serve two functions a. for contacts - whose language is not chosen, the default language is taken as the default language and the content present in the default language flow should be sent. b. for NGO staff - the flow editor should indicate the selected default language in the default flow and remove this option from the list.
