Scrolling Flow nodes restricting the language visiblity

Describe the bug Badhu had raised this issue that when they are trying to scroll the flow the flow nodes are coming across the the language headers and hence the visibility is getting restricted

To Reproduce Steps to reproduce the behavior:

1. Go to Prod
2. Click on any flow - https://prod.glific.com/flow/configure/0e9ebe94-f875-454c-bab5-4ec01304ab4b (on Prod)
3. Scroll up & down the entire flow
4. See the language headers behind the flow nodes

Expected behavior Adjusting the layout to keep language headers consistently visible, preventing them from being obscured by flow nodes..
