Fix premature release

There was a reoccurring bug where Rust-Changelongs would declare a version released a few days before release day.

This fixes https://github.com/glebpom/rust-changelogs/issues/21

Actually, this will make it not show text from the changelog pre-release. Maybe it would be better to just change the wording if it's found to not be released?
