Unable to enable add-on in Blender 3.2.2 and 3.3

I have installed add-on from .zip file. After trying to enable add-on I receive this error:

I have tried to extract vector streams from raster using WBT QGIS plugin, WBT from python API call, and from wb_runner. Every time output shapefile was not accompanied by .prj...
