Files that are ignored are rewritten anyway

In my config, I have - config/locales/**/*.%{locale}.yml enabled in the data.read section, and in the ignore_unused section, I have - '{devise,simple_form}.*'. When I run i18n-tasks remove-unused, it does not display any keys in devise.en.yml, as expected. However, after I say yes, it rewrites my devise.en.yml, even though it didn't remove any keys from it. That is not expected.
