Current errors appear unrelated to PR
This needs to be rebased from main, but I'm going to get renovate to re-create due to complexity of change and CI errors from last week.
The lint check here is failing due to being from an older main, but a manual review of the code shows there are no linting errors. Merging to unblock.

This PR updated all versions of werkzeug, not accounting for version limitations. #12846 addresses the same dependency in a more specific manner
