YouTube doesn't allow chapters < 10s

When we autogenerate YouTube chapter timestamps, we do so regardless of how long each chapter is. However YouTube enforces a max of 10s per chapter, and will silently fail to chapterize the timestamps if that's violated. We should at minimum tell users this. We could also work around it by e.g. combining or omitting splits.
