Please make a release 0.3.8 to get the CMake build system to users and packagers

Hi @gkdr,

today I got a new build system related bug report against 0.3.7 at https://bugs.gentoo.org/875104. It would be great if I could package CMake-based 0.3.8 in Gentoo so that I no longer have to fix issues resulting from the hand-written makefile of <=0.3.7. Thank you!
