@nickelskevin Wonder if what you observed was a side-effect of the sync problem you were encountering at the time. No sync ==> no keys in local key store.

@nickelskevin I've reviewed the code and the existing tests as well as the new tests I added and I don't think there is a bug here. Will close this ticket.
