Ability to connect to an instance via "Name" tag.

As the title says, being able to connect to an instance via a specified tag that is commonly know as opposed to the instance ID.

When you just use the start command, you can select the region and can filter the Name tag value.

@bertofett maybe say "gossm start --tag {Name:example}" instead of "gossm start -t {example_instance_id}" i wish too
