Turn Editing On

Hi,

Here's my configuration:

Moodle '3.6.9 (Build: 20200309)' Essential 3.6.1.0 (Build: 2018121704) PHP 7.2.29 Apache/2.4.6 (CentOS) php-fpm-7.2

When trying to turn editing ON and refreshing the page, the editing button is switching back to OFF. I tried to all courses and its the same. This only happen on this theme within the particular teacher account. I also tried purging cache (Web UI / CLI) to all and clear Moodle theme cache, but the behavior is still the same.

Any advise is deeply appreciated. Thanks!
