Recurring periods

Currently creating, opening, assigning quantifiers, and closing a period is a manual process that must all be done by an admin user.

It might be valuable to try to reduce this overhead for admins, by letting them set up "recurring period" schedule. The application could automatically create & open the period, assign quantifiers, and close the period, based on the specified schedule.
