Remove dlx calls to speed up startup

What kind of change does this PR introduce?

Why was this change needed?

I noticed that there are multiple node packages downloaded along with their dependencies which slows down startup, in particular for the docker/kubernetes runs. This makes these normal dependencies and removes all dlx from the startup pipeline to speed up startup

Other information:

I didn't discuss this with anybody, I just saw how slow the startup was and noticed it was doing dlx commands, which for docker containers are not recommended as it will have to download it and all dependencies each time since it won't be cached
