I have the same problem.

Configuring the switch as stateful would probably make it work as you describe.

The same happened to me when I selected "Target Temperature Based" calibration. Selecting "Offset Based" calibration solved it. I assumed "Target Temperature Based" doesn't work for multiple TRVs.
