[PVC][loadgen][integration] test control plane component restart when/after volume snapshot in-progess/done

Add/modify the loadgen and/or integration test to test control plane component (ws-manager, snapshot-controller) restart when volume snapshot in-progress or after volume snapshot is done.

Describe the behaviour you'd like

• To catch this issue #13007 in the automation test
• To test the regular workspace test case 6 (During the workspace stopping (during PVC backup), restart the control plane components) from manual testing to automation testing
