Add the ability to read autolink configuration from GitHub

There is an api for this, so we can augment GitLens autolinks by mixing them with GitHub's. https://github.blog/changelog/2021-08-02-apis-for-autolinks/

This will likely need a setting to control, but I would suggest that it be opt-out (e.g. on by default)
