Add IPA support

I know it may be a tall order for programming-oriented fonts, but I'd love it if the fonts can support International Phonetic Alphabet characters. In particular, the ones listed below (taken from here):

not a contributor, but i am a person interested in linguistics, and that would be so nice!

i actually once modified a pixel monospaced font (mxplus ibm vga 8x16, i believe) to include the ipa characters, and the results were pretty nice and consistent. it didn’t take me long as well, maybe about 1–2 evenings.
