Error on New Issue when not enabled on Space

When a user tries to create an issue in a Space via the global view where the module is not activated, an internal server error appears....

"Module is not enabled on this content container!"

A workaround would be hiding the tabs from view until the module is enabled on Space level, which still happens even now with HumHub 1.9.x
