It seems like @octokit/plugin-throttling and @octokit/plugin-retry have both updated to be ESM packages. @octokit/core has already received this, but the base package we're using (@octokit/rest.js) doesn't have an ESM release yet. We should probably wait until @octokit/rest.js publishes an ESM release before trying this upgrade again.
