Graph viewer: viewport does not fill entire pane

The graph viewer for allows you to move and zoom around the graph, but it only draws within a very restricted viewport that matches the bounding box of the graph as it originally appeared.

Here's what it looks like when I zoom in on a small graph with only three nodes: image
