You can now add enterprise members as managers of a GitHub App owned by your enterprise.

App managers have full privileges over the application, with one exception: if they modify application permissions, those changes are not automatically accepted by organizations where the app is installed. App managers do not have sufficient privileges to force permission updates onto organizations. Only enterprise admins can update application permissions without requiring approval from each organization.

Expected Outcome

This lets the Enterprise Admin focus their time on managing the enterprise and less time updating applications for their members. In the future, we'll also have enterprise-wide roles for app management, as well as support for enterprise teams.
