org-mode comments are rendered on viewing in github and arguably should not be

From the org-mode manual, "comment lines ... are not exported" by emac's html exporter.

Filters on what should not be exported includes commented headers such as:

#+BEGIN_COMMENT
this multiline
comment block
that I don't care to have rendered in my README.org document by github
#+END_COMMENT

and also

* COMMENT:  this commented section header
and everthing subordinate to is
** such as this 2nd level header
and this body text

which when rendered should appear as
