Retry integration test setup on failure

Had an integration test fail when trying to do some of the environment setup for the test - specifically creating the github repo: https://github.com/github/gh-gei/actions/runs/3065391471/jobs/4949797463

We could probably catch any error when doing test setup, and reset the test environment and start over.
