Upgrade and refactor CLI to use latest CommandLine features

CLI is currently using a >1 year old version of System.CommandLine library. Since then the library has had lots of changes and they almost revamped the way DI, argument binding and many other things work. Since it is on its way to GA and Microsoft docs now has an official section for System.CommandLine, we need to upgrade CLI to reflect the latest changes which will also simplify our code base with the new DI approach and and many other things.
