Update early access docs for --skip-releases flag

After this PR gets merged, the --skip-releases flag for gh gei migrate-repo and gh gei generate-script commands is going to be a visible flag so we also need to update the docs to reflect this change.

Todo

  • [ ] Update the docs and explain what --skip-releases does for both regular and GHES migration paths.
