Update error `Archive generation failed for id`

We have docs that help when Archive generation failed for id is encountered. We want to update this error to provide a better lead on the issue in the case of this migration-friction ticket it we recommended checking the size since it's a common cause, should we add a link to the docs to help when it pops up?

"migration-friction" issue link is dead and the whole repo seems to be gone.

What was this about? I've hit an issue with one of our repositories migrating from GHES to GHE Cloud (have migrated plenty of others with no problem), throwing "Archive generation failed for id" error and the advised --skip-releases argument makes no difference. The error message and logs don't help much.
