chore: use npm link for Windows compat

Was looking at https://github.com/airbnb/javascript/blob/152bd5e85a9ba941d6a3f38643317bbfb6e1fbb3/packages/eslint-config-airbnb/package.json#L26-L29 to see if there are some alternate ways of doing this, since the current pretest fails on Windows, but can be worked around with npm link . eslint-plugin-github as a temporary workaround, but makes CI unhappy
