Re-enable Swift autobuild checks

This PR re-enables the Swift autobuild checks. We should merge it once the macOS tracer issue is fixed.

The tracer fix is in. Let's see if this works now.

The lsregister bug has not been fixed yet, so we will still get occasional timeouts. We should keep this in draft until that issue is fixed, too.
