E.g. gtk 3 is licensed w. the library GPL so it seems relevant.

The official name is "GNU Library General Public License v2 or later". So I guess the rules of LGPL3 and 2 are the same?

@Pukimaa, yes "the rules" can mean anything, but no the text is different.

@pukimaa re "official" [for LGPL-2.0-or-later]; that's the official spdx name. The official name is "GNU Lesser General Public License" though it was "GNU Library General Public License".
