GHE Release Notes Link using V3 API

While this works, we have an issue wherein all the links in the release notes link using the GHE url followed by /api/v3. This means users can't click through to the commit to see the changesets. I will be looking at a way to open a PR request in my free time, but if someone beats me to it go for it. Just wanted to post here in case maybe I set it up wrong.
