Page tools cover the fold-out menu from Plugin Wrap

Description

When editing a page in any browser on my Mac the fold-out menu displayed when clicking the Wrap-icon is placed under the block of page tools (at the right).

Steps to reproduce

1. Install Plugin Wrap if not already installed
2. Edit a page
3. Click the "package"-icon of the wrap plugin
4. The block of wrap styles is hidden under the page tools block

Expected behavior: The plugin wrap fold-out menu should be displayed on top of the page tools

Actual behavior: The page tools cover parts of the fold-out (I fixed this locally by adding z-index to the plugin wrap fold-out, but optionally the page tools should be located at z-index 0 to allow plugins to display on top of them)
