RTL Support

Description

If you change wiki language to some right-to-left language such as Farsi or Arabic you will be noticed that there is no RTL support. For RTL languages you have to use some separate CSS and JS files.

Steps to reproduce

  1. Change wiki language to some RTL language in the configuration.

Note that this is supported in bootstrap 5 making it less complex.
