Stop Sending Product Feedback Emails

We had previously turned off the emails cplatform was sending from [email protected] but they are back.

There should be no product feedback emails being sent from the cplatform.

I believe Gerald worked on this most recently.

This fix was merged here https://github.com/gitcoinco/web/pull/10821 Could you please add more details on this like which email and if it appeared after the fix was released

@thelostone-mc i wasn't aware a fix went out for this. the last one i know of went out on Sept 4. I can't tell exactly when the fix was released, but maybe right after this last one went out?
